Hi,
If fitting a roof light (Velux style window) it is very unlikely that planning permission will be required, but you may need building control to ensure everything conforms to regulations.
If, however, you plan on installing a dormer window then planning permission will be required. Always check with your local council before any changes to your roof layout.

Roof lights are roof windows - it is a very common name for the windows found in roofs. See for yourself, <a href="http://www.google.co.uk/search?source=ig&hl=en&rlz=&q=roof+light&btnG=Google+Search&meta=lr%3D&aq=f&oq=" rel="nofollow">search Google for roof lights</a>
